Hong Kong’s Article 23 legislation ‘a new beginning’ ahead of ‘better future’, sole non-establishment lawmaker says in bill’s second reading

Hong Kong lawmakers are holding a special meeting on Tuesday to resume the second reading of the city’s domestic national security bill, paving the way for the legislation, first proposed more than two decades ago, to be passed.

Authorities accelerated the vetting of the bill, with insiders saying the quick pace was part of a “calculated strategy” to catch foreign countries off guard and ward off possible sanctions or criticism. Only 50 days separated the start of the public consultation and Tuesday’s meeting.
